Project Overview
In recent years, the Fuyang Municipal Government has attached great importance to the construction, management, and maintenance of rural roads, continuously increasing financial investment and strengthening construction and maintenance. It has also launched the "Four Good Rural Roads" improvement project and expansion and extension project. By the end of 2024, the total mileage of rural roads in Fuyang City reached 19,078.8 kilometers, including 2,901.4 kilometers of county roads, 3,270.6 kilometers of township roads, and 12,900.7 kilometers of village roads.
Fuyang City, in light of the actual situation of the "Four Good Rural Roads" construction, strives to achieve new breakthroughs and developments in areas such as the integrated development of "rural roads+", management and maintenance systems and mechanisms, policy and legal frameworks, information and intelligent platforms, innovative maintenance models, and integrated urban and rural transportation construction. It aims to build a series of model roads, summarize and refine the rural road management and maintenance reform experience with Fuyang City characteristics, and promote it throughout the province and even the country.

The platform solidifies the four-tiered "road chief system" management framework at the city, county, township, and village levels, along with the list of departmental powers and responsibilities. It digitizes and streamlines the entire lifecycle of rural road management, including planning, construction, and maintenance. All inspection findings, task assignments, handling feedback, and performance evaluations are managed in a closed loop within the platform. This achieves a fundamental shift from "management based on personal experience" to "data-driven governance," making management responsibilities traceable and work efficiency quantifiable, significantly improving the precision and standardization of collaborative governance across the entire region.

Data Dynamics: A Single Map of the Road Network, Updating with Intelligence
The platform integrates multi-data sources, including satellite maps, drone inspections, and smart terminal data collection (manual inspection APP), to construct dynamic data for 19,000 kilometers of rural roads throughout the city. Data for all road networks, bridges, and safety facilities has achieved unified coordinates, attribute association, and near real-time updates, completely resolving the previous problems of scattered and static data, and providing a vivid and reliable "data base map" for precise maintenance and scientific decision-making.

System collaboration: Level 2 data communication, business integration
The platform has successfully integrated data from the Funan County-level platform and established a standardized county- and city-level connection system, with plans to complete data aggregation for all seven counties and districts. Simultaneously, the platform has achieved horizontal integration with the city-level transportation platform (construction and maintenance systems) and county-level data centers, initially breaking down data barriers. This not only enables the reporting of business data and the issuance of instructions but also provides a unified data hub and business support for cross-level and cross-regional collaborative management, situational analysis, and macro-level decision-making.
