Project Overview

The Funan County "Four Good Rural Roads" Information Management Platform is a comprehensive information solution developed in response to the national "Four Good Rural Roads" strategy and the requirements of digital transportation development. It focuses on the pain points of rural road management and maintenance, and its core is to achieve intelligent management of the entire process through the integration of multi-source data, in line with the goal of "building well, managing well, maintaining well, and operating well".

The platform's implementation is a key support for the creation of a national-level "Four Good Rural Roads" demonstration county, and it is also an entry project in the "Data Elements × Transportation" track of the 2025 "Data Elements ×" competition, which has been highly recognized by industry experts.

Construction goals

Based on the characteristics of county-level traffic management, four core construction goals were established to build a smart management and maintenance system for rural roads in the county.

    Comprehensive coverage of digital rural road infrastructure

    By integrating the entire process of rural road construction, management, maintenance, and operation, the data barriers and process breaks in rural road management within the county are broken down, forming an integrated management pattern of "data from the same source, process synchronization, and business collaboration".

    Establish a multi-dimensional data query system to provide traffic management departments with real-time and accurate basic data and business progress data on rural roads, meeting the data needs of daily supervision and special analysis.

    Leveraging the platform's data aggregation capabilities, it enables automatic statistics, intelligent analysis, and visualization of core business data related to rural road inspection, maintenance, and operation, providing quantitative data support for the management decisions of county-level transportation authorities.

    With multi-source data fusion as the core, the system predicts the development trend of highway defects, generates maintenance strategy recommendations, and realizes closed-loop management of the entire process of "detection-diagnosis-maintenance-assessment," promoting the transformation of rural highway maintenance from "experience-driven" to "data-driven."

    The platform integrates a three-tiered road chief system with grid-based management, digitally defining the responsibilities of road chiefs and specialists at the county, township, and village levels, constructing a closed-loop management chain, and achieving precise control with "one file per road and one responsibility per person." It includes a built-in quantitative assessment module to promote precise management responsibilities and comprehensive governance. Its standardized model provides valuable practical experience for grassroots traffic governance.

  • Deepening the experience of digital transportation in counties

    Adhering to the principles of "practicality first, adaptability to grassroots needs," we have created a dual-terminal collaborative system combining a B/S architecture and a mobile app, suitable for rural outdoor work scenarios. Integrating GIS and big data technologies, we achieve intelligent operations such as road network documentation and defect identification, providing a high-quality model for county-level smart transportation construction with a low-cost, highly adaptable technical architecture.

  • Activating new drivers of rural revitalization

    Support the stable operation of urban and rural transportation routes and key areas, improve the passenger transport network, help improve the timeliness of agricultural product transportation, connect county-level characteristic resources, promote the deep integration of "transportation + industry + tourism", form a virtuous cycle of road-industry integration, and empower rural revitalization.

  • Improve management efficiency

    After the platform went live, it adopted a dual mechanism of "AI intelligent inspection + dedicated personnel patrol," which resulted in high accuracy in disease identification, comprehensive patrol coverage, and significantly reduced response time, enabling early detection and rapid handling of potential hazards. It also greatly reduced the workload of manual data collection and significantly improved the efficiency of grassroots response.

  • Controlling maintenance costs

    By intelligently analyzing the development trend of road defects, maintenance is shifted from "passive repair" to "proactive prevention," reducing ineffective investment, saving management and labor costs, slowing down the deterioration of defects, and maintaining a stable percentage of roads with excellent or good grades. Lightweight intelligent inspection equipment is adopted to achieve low-cost, high-efficiency maintenance.

    By combining the county, township, and village-level road chief system with market-oriented road maintenance and information platforms, significant changes have occurred in the road environment and safe passage capacity of rural roads throughout the county.
