By deeply integrating next-generation information technologies such as big data, cloud computing, and mobile internet, and relying on basic data of rural roads across the province, statistical annual reports, and historical construction project data, the system will achieve business functions such as establishing a project database, compiling and managing annual plans, and seamlessly connecting with relevant planning systems of the Ministry of Transport. During the 14th Five-Year Plan period, the focus will be on deepening connectivity, networking, and upgrading to improve the accessibility and service level of rural roads and build a widely covered rural road network.

    An integrated database covering basic information, construction projects, and annual plans for rural roads across the province has been established, breaking down data barriers and achieving data consistency, dynamic updates, and sharing.

    By deeply integrating GIS and big data technologies, we can achieve online collaboration throughout the entire process of project planning, preparation, approval, and implementation, providing visualized and intelligent decision support for provincial, municipal, and county levels.

    To achieve full traceability, identifiable responsibilities, and quantifiable performance in construction projects, a virtuous cycle of "planning a batch, reserving a batch, starting construction on a batch, and completing a batch" will be formed.

    Based on the province's basic rural road data and historical project data, a standardized and dynamic project database management system will be established to eliminate information silos and lay a solid foundation for refined management.

    The provincial level coordinates the establishment of platforms and sets standards, the municipal level is responsible for review and approval, and the county level is responsible for implementation and reporting, forming a three-tiered governance system with clear responsibilities and efficient collaboration at the provincial, municipal, and county levels.

  • Full lifecycle management

    Achieve closed-loop online management of the entire process, including project planning and preparation, annual plan preparation, review and issuance, and construction progress reporting, ensuring that the process is traceable and assessable.
