Project Overview

In order to thoroughly implement the spirit of General Secretary Xi Jinping's important instructions and directives on work safety, earnestly implement the relevant decisions and deployments of the Provincial Party Committee and Provincial Government, and the work requirements of the "Notice of the General Office of the Ministry of Transport on Further Strengthening the Service and Safety Guarantee Capabilities of Rural Road Facilities" (Jiaoban Gonglu Han [2021] No. 690), in 2022, the Anhui Provincial Department of Transportation fully launched the Highway Safety Facilities Refined Upgrading Project. It plans to basically eliminate major safety hazards on rural roads throughout the province within three years, further improve the safety protection level of rural roads, and safeguard the lives and property of the people.

    Comprehensive hazard investigation

    A comprehensive investigation of safety hazards on rural roads in our province will be conducted, focusing on sections of road that are near water or cliffs, have sharp bends or steep slopes, poor visibility, level crossings, or are prone to accidents.

    Establish a hazard log

    A comprehensive 100% inspection was conducted on 209,000 kilometers of rural roads, a database of potential hazards was established, and hazard management was achieved through a list-based and ledger-based system.

    Eliminate major hidden dangers

    Through three years of continuous rectification, major safety hazards on rural roads throughout the province have been basically eliminated.

    Improve safety level

    The goal is to achieve a systematic improvement in safety assurance capabilities, a significant increase in management level, and a marked decrease in traffic accidents.

  • Work plan formulation

    The Anhui Provincial Department of Transportation organized the formulation of the "Anhui Province Rural Road Safety Hazard Investigation Work Plan", which clarified the division of responsibilities, work processes and deliverables, and effectively ensured the smooth progress of various tasks related to the rural road safety hazard investigation.

  • Full-cycle closed-loop management

    Construct a province-wide unified information system for the refined improvement of highway safety facilities, and establish a closed-loop mechanism for the work of hazard investigation, review and entry into the database, plan issuance, rectification implementation, and completion and delisting, so as to achieve closed-loop management of rural road safety hazard rectification.

  • Information technology provides comprehensive support

    By leveraging technologies such as big data and satellite remote sensing, and through information systems, electronic maps, and visualization analysis, we can provide multi-dimensional support for the refined and scientific management of highway safety facilities.

  • Establish a provincial project database

    A total of 209,000 kilometers of rural roads were inspected across the province, achieving a 100% inspection rate; a database of potential hazards covering 29,700 kilometers of rural roads was established, identifying a total of 135,000 potential hazards.

  • Major safety hazard management

    Over a three-year period, through the construction of rural road safety facilities improvement projects, major safety hazards on rural roads throughout the province will be basically eliminated, creating a safer road traffic environment for the people.

  • Enhanced security capabilities

    To promote the transformation of rural road safety facilities from "whether they exist" to "how good they are," and to achieve the goal of "systematically improving the safety assurance capabilities of rural roads throughout the province, significantly improving the level of safety management, and significantly reducing traffic accidents."
