Project Overview
To address pain points in the transportation construction market, such as information silos, incomplete credit data collection, and lagging dynamic supervision, as well as the low efficiency of manual management and insufficient application of data value, our company undertook the Anhui Provincial Transportation Construction Market Integrated Management Project. This project, overseen by the Anhui Provincial Department of Transportation and implemented by the Provincial Transportation Comprehensive Law Enforcement and Supervision Bureau, focuses on all aspects of the "credit-qualification-bidding-supervision-quality-cost" process, creating eight major business application modules.
The project relies on Anhui Provincial Government Cloud and domestically developed technology stack to achieve basic information management of industry credit, establish a unified expert database for the entire province, and control key information in multiple dimensions such as bidding, progress, and quality of key provincial projects. It also covers the entire bidding process management and real-time evaluation of bidding behavior, conducts cost data collection, material price reporting and supervision, completes the registration, behavior management and credit evaluation of industry practitioners, and builds a fully integrated management system.
Construction goals
-
01
Full coverage
It covers the provincial, municipal, and county levels, collects full data on enterprises, personnel, and projects, and achieves full-process coverage of business scenarios such as qualifications and credit.
-
02
Regulate the market
Regulate enterprise qualifications, bidding and tendering processes, crack down on illegal activities such as subcontracting and bid rigging, and maintain a fair and competitive market order.
-
03
Multi-level linkage
Construct an integrated platform for data sharing between ministries and provinces, hierarchical supervision at the provincial, municipal, and county levels, and cross-departmental business collaboration, supporting multi-level collaborative decision-making involving "guidance from higher authorities, execution by local authorities, and inter-departmental coordination."
-
04
Improve services
Promote "one-stop online service" for business operations, reduce costs and increase efficiency for enterprises, improve the efficiency of management departments, and optimize the business environment of the transportation construction market.
Demonstration and guidance
Creating replicable typical cases of digital supervision in the transportation construction market-
Credit Management Demonstration
To create a benchmark for credit evaluation and data sharing in the transportation construction market, and to form a standardized model of "dynamic recording of credit behavior + AA-D five-level credit evaluation", so as to facilitate the promotion of credit supervision experience in the Yangtze River Delta region and similar markets across the country.
-
Data-enabled examples
Establish a standardized consultation process for the entire process of "collection-governance-application" of transportation industry data, integrate multi-source data resources such as highways, waterways, and construction markets, and form a reusable data-driven government decision-making model to help the industry break down information barriers and fully release the value of data.
-
Regulatory coordination mechanism
Establish a collaborative mechanism of "ministerial-provincial linkage + cross-departmental data sharing + provincial, municipal and county-level hierarchical supervision", integrate regulatory data such as credit, quality and safety, form a replicable comprehensive regulatory decision-making model for the transportation construction market, and promote the transformation of industry supervision from "fragmented" to "collaborative".
Application effectiveness
-
More efficient regulation
The entire process of "credit-qualification-supervision" in the transportation construction market is now online, reducing the manual cost of approval and improving the efficiency of identifying and handling illegal and irregular behaviors (such as subcontracting and bid rigging), thus enabling "early detection of problems and early implementation of rectification".
-
Service optimization
Business qualification applications and credit inquiries can be handled online in one go, reducing the number of trips required; supervision of livelihood-related areas such as migrant workers' wages and construction quality is more precise, and public satisfaction has significantly improved.
-
Data Value Release
The integration of multi-source data from ministries, provinces, and other departments is used for market trend analysis, policy formulation, and scientific quantitative assessment, thereby helping to build a unified, open, competitive, and orderly transportation construction market.
