On the morning of August 20, a conference on promoting the high-quality development of "Four Good Rural Roads" by 2025 was held in Xiangxi Tujia and Miao Autonomous Prefecture, Hunan Province. The conference thoroughly studied and implemented the important instructions of General Secretary Xi Jinping on further improving the construction of "Four Good Rural Roads," summarized the achievements of "Four Good Rural Roads" construction during the 14th Five-Year Plan period, analyzed and assessed the situation, and deployed key tasks for the next stage to continuously promote the high-quality development of "Four Good Rural Roads." Liu Wei, Secretary of the Party Leadership Group and Minister of Transport, attended the meeting and delivered a speech. The meeting pointed out that the "Four Good Rural Roads" initiative is a major project for improving people's lives, winning public support, and promoting the implementation personally summarized and proposed by General Secretary Xi Jinping. Since the beginning of the 14th Five-Year Plan, transportation departments at all levels have thoroughly implemented the spirit of General Secretary Xi Jinping's important instructions, worked with relevant departments to overcome difficulties, and made breakthrough progress in promoting the high-quality development of "Four Good Rural Roads." A rural transportation network that connects the outside world and the inside world, and links villages and towns, has been basically formed. A safe, efficient, inclusive, and convenient rural transportation service system has been further improved, and the role of "Four Good Rural Roads" in serving the comprehensive revitalization of rural areas has become more prominent.

The meeting emphasized the need to accurately grasp the new situation and requirements facing the high-quality development of "four-good rural roads," fully recognize that rural road development is gradually entering a new stage that emphasizes both precise and orderly incremental construction and quality improvement and efficiency enhancement of existing infrastructure. Greater attention should be paid to quality and efficiency, comprehensive and coordinated development of construction, management, maintenance, and operation, and precise policy implementation. Taking the promulgation of the "Rural Road Regulations" as an opportunity, the meeting stressed the need to continuously improve the governance capacity and level of rural roads, effectively implement a new round of rural road improvement actions, and promote new achievements in the high-quality development of "four-good rural roads."

The meeting emphasized the need to continuously optimize and improve the rural road network, and to make every effort to complete the "14th Five-Year Plan" for rural road development. It stressed the importance of planning rural road development priorities and construction schedules scientifically and according to local conditions, focusing on improving new infrastructure, optimizing existing infrastructure, and ensuring seamless integration. The meeting also emphasized strengthening rural traffic safety, reinforcing inherent safety, disaster prevention and mitigation, operational safety, and quality safety. It called for significantly improving the quality of rural transportation services to make travel more convenient for the public and facilitate smoother urban-rural logistics, while accelerating the development of new business models. Furthermore, the meeting stressed the need to continuously improve rural road governance capabilities, emphasizing planning guidance, responsibility implementation, and digital empowerment, and exploring new models for rural road governance. It also emphasized comprehensively strengthening the quality of rural road maintenance, solidly advancing the improvement and upgrading of ordinary roads, continuously increasing maintenance efforts, and innovating maintenance production models. Finally, the meeting stressed the need to effectively serve the comprehensive revitalization of rural areas, better serve the construction of beautiful villages, comprehensively support rural industrial development, and actively promote employment and income growth for the masses.
